Rules:

  • Template style pack drives tone + visual direction
  • Capabilities cannot exceed template allowlist
  • Avatars downloaded to FORGE-local paths before launch config references them
  • Rate limits apply (IDENTITY_GEN_DAILY_LIMIT)
